You will serve as a Workforce Development Specialist in the Total Force Development Division, Business Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.

Duties

You will plan and manage workforce development and training with an emphasis on leader and workforce acculturation (orientation, assimilation, acceleration) and development, as well as strategic planning for transformative and future needs. You will provide advice and assistance on matters relating to Total Force development and training to increase awareness, interest, and desire that will guide the NAVFAC Enterprise in influencing action, conviction, and commitment to its mission. You will lead and participate in command-level policy setting meetings. You will research employee acculturation programs in use by other organizations and agencies internal and external to DoD/DoN, as well as private industry, to assess their effectiveness for potential use in improving NAVFAC's program. You will advise on and execute procurement strategies required to achieve the NAVFAC's training and development objectives.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Planning, advising, and executing workforce development opportunities and programs to support employees; 2) Reviewing and analyzing workforce metrics to identify trend in staff development or workforce development in order to determine future training needs and succession planning; 3) Conducting studies to identify and address existing and emerging competency gaps in the Civilian Personnel workforce; and 4) Identifying, procuring, and deploying technologies, capabilities, and practices for training and development to enhance learning management capabilities.
