About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Serve as the Administrative Officer for one or more of the NETCOM HQ Directorates.
Duties
Exercise an overall responsibility for an effective integrated administrative program to maintain balance and perspective among the divisions, the NETCOM Headquarters staff.
Serve a key role in the planning and coordination for conferences and meetings to develop agendas and TDY arrangements.
Maintain liaison with servicing civilian personnel offices to ensure effective and responsive relations.
Provide advice and assistance in accomplishing directorate assignments, awards, leave administration, and personnel entitlements.
Survey and submit annual training requirements, announces upcoming courses, solicits quotas, notifies personnel of quota availability, and prepares documentation.
Conduct a variety of analytical studies, recurring reports and special analyses involving directorate programs and operations as directed or as need is perceived.
Compile monthly statistical reports as well as fiscal year reports for the directorate.
Work directly with division chiefs to maintain an audit trail of all required and authorized manpower authorization changes.
Coordinate actions with division chief hand-receipt holders and is accountable for all property and equipment within this office.
Establishe internal security procedures and administers security training programs for the directorate.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a SECRET Clearance.

To qualify based on your experience, your resume must describe at least one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
To qualify based on your experience, your resume must clearly describe the following quality experience:
GS-09
At least one year of experience writing and preparing memorandums, letters, and other official correspondence; establishing and maintaining records in accordance with organizational policy and in support of audit requirements; AND providing advice and assistance in accomplishing organizational assignments, awards, leave administration, and personnel actions.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages

At least one year of experience researching issues and advising leadership on administrative support functions (personnel, budget, supply); monitoring procedures for the control, maintenance, or disposition of records; preparing required manpower reports for leadership review.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
