Duties
You will assess the vulnerability of installed information systems to provide a measure of risk avoidance within the overall risk management framework.
You will write security standards for the information technology Security Certification and Accreditation Process.
You will brief information technology (IT) users on operation of application and support software systems.
You will identify risks or deficiencies, create contingency plans, and deploy risk mitigation for an information technology (IT) project.
You will perform a risk analysis of information technology (IT) systems to identify problems and recommend solutions.

- Position requires incumbent to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) primary role of (722 Information Systems Security Manager) and (751 Cyber Workforce and Developer Manager) proficiency level (Intermediate).
- The incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.
Qualifications
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures and manages systems resources including performance, capacity, availability, serviceability, integrity, efficiency and recoverability.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Administering the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Recommends resolution to problems and issues, prepares and presents reports and plans, and coordinates projects to meet future needs.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolves hardware/software interface and interoperability problems.
In addition to my experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Interpreting cyber security policies, guidelines, standards and regulations to determine impact on policies and procedures to include managing Cyber Security Workforce personnel; 2) Applying IT concepts and methods in order to plan and carry out complex technical and non-technical IA (Information Assurance) issues as it relates to IT systems, applications, and networks; 3) Mitigating risks by conducting analysis of Certification and Accreditation (C&A)/risk management process; and 4) Utilizing expert knowledge in order to secure command networks while performing risk assessments to identify protection needs.
