You will serve as a Lead Software Developer at the Naval Facilities Engineering Systems Command (NAVFACENGCOM), NAVFAC Information Technology Center (NITC) of NAV FAC ENG AND EXPEDITIONARY WARFARE CTR.
You will leverage your expertise in software and data systems development to lead the full lifecycle development of high-performance IT solutions.

Duties
You will translate complex technical specifications into integrated software systems, and mentor software development teams throughout the development process.
You will provide senior level software development and/or data system development.
You will develop plans to implement, test, deploy, and train personnel for each software/functionality release.
You will manage life-cycle phases of application systems to ensure efficiency in information technology (IT) operations.
You will conduct post-implementation assessments to evaluate cost efficiency and performance.
You will analyze and translate technical specification into integrated systems that automate business processes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Cyberspace Workforce position, Software developer code 621, proficiency level Intermediate, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: REVIEWING MY OWN INFORMATION TECHNOLOGY-RELATED WORK OR DATA AND HAVE BEEN RESPONSIBLE FOR REVIEWING THE WORK OF OTHERS TO ENSURE ACCURACY, COMPLETENESS, AND CONSISTENCY WITH STANDARDS.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: MONITOR CUSTOMER INFORMATION TECHNOLOGY (IT) PERFORMANCE TRENDS TO IDENTIFY STANDARD REMEDIES AT DIFFERENT SUPPORT TIER LEVELS (E.G., TIER-1, TIER-2, TIER-3).
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: PRESENT INFORMATION TECHNOLOGY (IT) PROGRAM STRATEGIES TO SENIOR LEADERS FOR THE INCORPORATION OF EMERGING TECHNOLOGIES.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
IT-related experience demonstrating this competency include: PERFORM A RISK ANALYSIS OF INFORMATION TECHNOLOGY (IT) SYSTEMS TO IDENTIFY PROBLEMS AND RECOMMEND SOLUTIONS. In addition to my experience demonstrating the four competencies above,
I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector:
1) Ensuring Cyber Security (CS) security awareness, basics, literacy, and training are provided to operations personnel, commensurate with their responsibilities;
2) Performing compliance monitoring and ensuring compliance monitoring occurs for subordinate commands;
3) Maintaining information systems assurance and accreditation materials.
