You will serve as an IT Specialist (APPSW) Technical Systems Architect in the NAVFAC Information Technology Center (NITC) of the Naval Facilities Engineering Systems Command (NAVFAC).

Duties

You will develop plans to implement, test, deploy, and train personnel for each software/data functionality release. You will conduct post-implementation assessments to evaluate system efficiency and performance. You will provide technical guidance in designing, coding, testing, debugging, and maintaining software applications and data structures programs. You will manage life-cycle phases of application and data systems to ensure efficiency in information technology (IT) operations. You will perform and lead software and data structure development efforts to meet program and customer needs You will conduct information systems design analyses to define opportunities for new or improved design process solutions. You will provide expertise in software development and data structures. You will define system requirements, developing software and data architectures, and overseeing the lifecycle of IT systems to enhance NAVFACENGCOM’s capabilities. You will use software development and/or data science techniques, guiding a team in system design, implementation, and maintenance. You will lead a workforce development, training, and recruitment efforts to ensure the organization meets its technical and strategic goals.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must obtain, maintain and use a Government travel card
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 621 level advanced within 12 months of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical leadership to groups for software application projects; 2) Providing highly proficient software development and data system development support; 3) Analyzing and translating technical specifications into integrated systems for business processes, and implementing design changes in response to changes in customer functional requirements; 4) Utlizing data systems design and development skillsets at a high proficiency.
