Duties
Serves as a Chemical, Biological, Radiological, Nuclear (CBRN) response/threat mitigation operations specialist.
Collaborates with Engineering Division to develop, implement, and administer installation of emergency management policies/concepts of operation and procedures.
Provides an overarching accountability to the program operations manager, the Chief and Deputy Chief of Engineering Division, and senior leadership on the CBRN operational readiness/capability for a myriad of highly technical projects/programs.
Serves as a liaison to an array of clients and their representatives, communicating technical information and policy based guidance related to disaster operations.
Conduct technical instruction and/or briefings supporting the CBRN training program in collaboration with clients.
Serves as assistant CBRN Emergency Manager in an Emergency Operations Center (EOC), providing life-safety and hazard mitigation and advice and counsel to clients.

Qualifications
To qualify for an Emergency Management Specialist your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-12:
Serving in a position with Chemical, Biological, Radiological, Nuclear (CBRN) response/threat mitigation responsibilities.
Demonstrated experience supporting the development of emergency management policies/concepts of operation and procedures.
Contributes, coordinates, and provides technical safety and training programs for personnel within the organization and associated entities regarding operations, maintenance, sustainment, policies, and procedures.
GS-13:
Serving as a Chemical, Biological, Radiological, Nuclear (CBRN) response/threat mitigation operations specialist.
Demonstrated experience developing and implementing emergency management policies/concepts of operation and procedures.
Designs, implements, coordinates, and provides training programs for personnel within the organization and associated entities regarding operations, maintenance, sustainment, policies, and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
