DCSA's Industrial Security Office seeks an Industrial Security Specialist to serves as a policy analyst to provide Agency leadership and staff objective information on industrial security policy matters. Duties

As a INDUSTRIAL SECURITY SPECIALIST you will be responsible for the following duties: The incumbent of this position serves as a policy analyst providing DCSA leadership, mission leads, and staff with objectively based information for making decisions on industrial security policy matters. This requires accomplishment of a wide variety of assignments concerning the effectiveness and efficiency of policy implementation. Analyzes security policies, processes, and operations to determine areas where enhancements, improvements, modifications, or other changes may improve systems or programs as they interrelate with each other. Develops and proposes new policies and processes as a result of studies performed. Local Commuting Area (LCA) Definitions: Quantico, VA All U.S. Citizens who reside or currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

  • SPeD Security Professional Fundamentals Certification (SFPC) must be obtained within 2 years.
  • A valid drivers? license is required.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. To be creditable, specialized experience must encompass providing expertise in a wide variety of security management functions such as: providing guidance on document protection and marking; processing personnel for personal security clearances or suitability investigations; experience in the establishment and maintenance of a security program in compliance with National Industrial Security Program (NISP); conducting operations security surveys; and periodic security assessment of contractor facilities; determining contractor eligibility for a facility security clearance (FCL) under the NISP; and providing support to organizational Counter-Insider Threat Programs. Specifically you will be evaluated on the following competencies: 1. Information Security: Applies knowledge of policies, procedures, and requirements established under appropriate authorities to protect information that, if subjected to unauthorized disclosure could reasonably be expected to cause damage to national security 2. Security: Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents. 3.Strategic Thinking: Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders. 4. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
