You will serve as a Management Analyst in the Security Office (Code 1120), Executive Support Office, Portsmouth Naval Shipyard, Kittery, Maine.

Duties

You will provide a variety of management analyst/program reviews to the Director of Security in support of work procedures and methods of operations in the Security Department. You will determine the need for and conduct studies and analyses designed to assess and/or improve the Department's resource management, personnel/administrative support, and overall management effectiveness. You will perform advanced automation studies and analyze programs which cover interrelated security functions and procedures throughout the Shipyard to improve the efficiency of manpower and methods. You will develop statistical and narrative data to justify work unit reorganization to ensure more productive or effective use of personnel resources. You will plan, develop and conduct security surveillance of interrelated functions such as personnel security infractions and violation trends and security management internal control programs. You will use automated software programs to prepare reports and present findings and recommendations outlining security and process deficiencies.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience with qualitative and quantitative principles, theories and techniques to meassure the effectiveness, efficiency and productivity of the security functional area within the Security Department and across the Shipyard. Experience conducting special studies, analyses and program evaluation to detect troublesome, unusual, or unsatisfactory security conditions. Experience analyzing performance data metrics to determine the overall performance health of Shipyard security and determine areas of improvement. Experience using database software to develop statistical data and produce management reports.
