The primary purpose of this position is to serve as the systems acquisition manager (SAM) to direct, control, monitor, and integrate all activities involved in the research, development, engineering, and acquisition of complex systems leveraging modern digital tools and processes. This position is part of the Digital Transformation Office (AFMC/ENZ).

  • This position requires an Engineering and Technical Management (N), Advanced Level 4, acquisition certification within 48 months after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
  • Selectee may be required to serve a probationary or trial period.
  • This position is a Term/Temporary position and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Business and Industry. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying concepts, principles, procedures, regulations, laws, and instructions applicable to the Acquisition Program Management career field; performing duties associated with an Acquisition Program Management; Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, costs, etc. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Department of the Air Force, local organizations and entities that govern, interface with, and/or influence the systems acquisition process. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
