The Program Support Assistant (OA) provides support for Patient Care Services, by analyzing and evaluating a wide range of issues relating to the data analysis, program analysis, program review, process analysis, as well as developing action plans and processes to improve patient care within the Iowa City VA Health Care System. This is not a virtual or remote position.

Duties

Duties Include: Performs work involving the collection, compilation, and tracking of data and statistical information in support of an organization's program operation. Assists in the planning, review, and reporting of data/statistical results of program and project studies. Performs a basic analysis of the data and generates a variety of reports. Coordinates incoming data from a variety of sources, reviews documents, reports, and/or applications for omissions and inconsistencies, and assures data entry is complete and accurate. Generates reports for supervisors, peers, facility leadership and executive staff. Utilizes VISTA, CPRS, Excel, Power Point, Event Capture, Appointment Management, VSSC, and other programs as necessary to complete analysis, data collections, reports, and presentations. Prepares management reports with objective information for their decision-making purposes. Analyzes, summarizes and provides recommendations on system and process issues to leadership, to include information on past and current processes and programs. Ensures programs and processes comply with established VISN and national policies and guidance. Provides ongoing direction and guidance to supervisory and non-supervisory staff in continuous maintenance and updating of programs and processes relating but not exclusive to service consults, electronic wait list, clinic access/wait times, incomplete reports, and non-VA Care reporting. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Proficiency Requirements: In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Applicants must meet the proficiency of 40 words per minute typing speed. You may qualify based on your experience and/or education as described below: GS-05 (Developmental Level): Specialized Experience: You must have one year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped you with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative support; collecting, compiling, and tracking data and information; processing documents and reports; establishing, updating, and maintaining office files and records; performing automation duties using software applications such as word processing, spreadsheets, electronic mail, desktop publishing, calendar, database and/or graphics; collaborating with staff to identify issues or problems of a procedural nature. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field which high school graduation or the equivalent is the normal prerequisite. (Transcript Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and completed post-high school education beyond the second year. (Transcript Required) GS-06 (Full Performance Level): Specialized Experience: You must have one year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped you with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing clerical/administrative duties in an office environment; maintaining files/records; collecting, compiling, and tracking data and statistical information; performing office automation duties using software applications such as word processing, spreadsheets, electronic mail, desktop publishing, calendar, database and/or graphics; collecting and analyzing data; preparing reports and making recommendations to improve patient care program performance based on data analysis; collaborating with staff to identify and resolve issues or problems of a procedural nature. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
