The incumbent serves as the supervisor for the Records Management Section (RMS), within the Information Dissemination Branch, Division of Administrative Services, Office of Information and Resource Management, National Science Foundation. The incumbent formulates and implements daily Records Management (RM) and Controlled Unclassified Information (CUI) operations and services.

Duties

As a Supervisory Records and Information Management Specialist, you will perform the following duties: Obtains and maintains the National Archives and Records Administration's (NARA) Agency Records Officer Credential certification. Responsible for customer facing services to include the promulgation of policy and guidance, annual training, risk management, program operations, and digitization services. Manages the National Science Foundation's (NSF) Essential Records Management program, as well as other operations and services related records and management and CUI. Leads in organizational strategic plan initiatives. Keeps informed of industry changes and best practices and provides recommendations to Branch leadership to improve Section operations. Identifies and implements Section-level strategic plans, goals, and objectives, ensuring concert with agency, directorate, division, and branch strategies. Provides business case justifications for Section personnel, budget, and contract resources based on program needs. Conducts research, studies, and analysis to learn, communicate and make programmatic and technological recommendations. Develops white papers, position papers, and other materials to communicate recommendations and persuade senior officials and stakeholders. Ensures senior management is informed on current and projected operational requirements, issues, legislative, and regulatory matters. Facilitates communications among these offices in matters relating to records/information assets and the management of risks to those assets. Plans, organizes, directs, reviews, coordinates, and establishes controls for all agency records management and CUI activities. Oversees risk management functions. This includes internal assessments of the lifecycle management of records, as well as internal controls for any systems, tools, and applications that manage or contain records, information, and data. Directs the implementation of innovative, state-of-the-art information technology solutions to automate and provide governance for RM and CUI activities and requirements. Exercises supervisory management responsibilities over assigned employees. Sets priorities and goals for employees, establishes deadlines, and ensures timely completion of work assignments; assigns work according to the complexity of the work and the capability of the employees; recommends and discusses with the Branch Chief needed changes in work priorities and operations. Implements performance measurements, key performance indicators, service level agreements, and metrics for Section services and functions.

Qualifications

To qualify at the GS-14 level you must have one year of specialized experience equivalent to the GS-13 level in the federal service overseeing and leading deployment of enterprise-level records and information applications. Examples of relevant experience include: performing systems analysis and planning with leadership/stakeholders to ensure applications meet programmatic requirements; completing roadmap planning and IT change management. Selective Factor: You must demonstrate experience applying the principles of a records and information management related program, to include leading the implementation of systems, soft ware applications, and cloud products or services to meet program requirements. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
