Duties
This position is located at the Alcohol and Tobacco Tax and Trade Bureau (TTB) within the Office of Strategic Planning and Program Evaluation (OSPPE). The incumbent will serve as a Strategy and Performance Analyst and support TTB's long-range strategic planning and performance management programs and facilitate the development and implementation annual business plans that align with the organization's vision, mission, and strategies.
The following are the duties of this position at the GS-14 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties, and will receive training to help you grow in this position.
Lead the Bureau's internal and external performance measure development and maintenance process, including establishing data definitions, developing sound measure methodologies, and managing the quality assurance reviews of performance data in conjunction with program offices.
Provide expert data analysis and reporting to a variety of senior government audiences, including the preparation of complex technical reports and statistical summaries for internal use and Bureau management.
Lead or participate in multi-functional task forces or project teams to design and conduct evaluations of existing projects and programs that have significant public impact to drive evidence-based program changes.
Oversee the documentation of the Bureau's planning and performance policies and practices, including identification, recommendation, and development of solutions to streamline the Bureau's performance reporting systems and processes.
Lead or participate in discussions to identify and clarify desired outcomes, evaluate the stakeholder impact of proposed agency actions, and weigh options and tradeoffs to gain agreement on the strategic initiatives adopted by the Bureau.
Qualifications
You must meet the following specialized experience requirements by the closing date of this announcement.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Applying strategic planning and risk management methods and practices to set organizational direction, establish annual priorities, and assess organizational performance; AND
Developing, tracking, or interpreting organizational and program performance measures; AND
Creating reports and documents to inform a broad range of audiences that include narrative and visualized data or information such as charts, graphs, and illustrations.
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Applying strategic planning and risk management methods and practices to set organizational direction, establish annual priorities, and assess organizational performance; AND
Developing, tracking, or interpreting organizational and program performance measures; AND
Creating reports and documents to inform a broad range of audiences that include narrative and visualized data or information such as charts, graphs, and illustrations; AND
Leading projects from concept to implementation, including defining objectives, scope, and approach, and specific milestones and deliverables; AND
Performing evaluations or studies to drive recommendations for performance improvement or to justify funding requests.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-13, you must have been at the GS-12level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
