This developmental position serves as the principal health system advisor and staff assistant to the Chief of Staff. The primary purpose of this position is to provide health systems management advisory services and high-level management input into the most complex top management deliberations and decisions together with a corresponding high level of responsibility to participate in identifying and resolving a full range of complex management problems. The position is full time;40 hrs/week.
Duties
The Incumbent acts a health system advisor and staff assistant to the Chief of Staff. The healthcare system includes a large, modern, affiliated 78 bed complex consisting of medical, surgical, psychiatric, and critical care beds. Additionally, PVAMC harbors a 24/7 emergency department. Duties include, but not limited to:
Assist with providing health systems management advisory services and high level management input into the most complex top management deliberations and decisions together with a corresponding high level of responsibility to participate in identifying and resolving a full range of complex management problems.
Provides staff assistance on administrative matters affecting patient care, education, and organizational policy.
Serves as a staff member directly supporting the top management team responsible for planning, organization, development, direction and evaluation of medical center operations.
Provides comprehensive resource allocation information to support decisions involving organizational funds.
Managing resources and data to administrative and clinical operations, establishing and sustaining effective interdisciplinary relationships, and promoting effective communication and optimal customer service.
Studies and analyzes program-specific data; compiles final reports of evaluation efforts, notes discrepancies, and plans initiatives for effecting remedial actions and/or reaching established goals.
Establishes administrative controls aimed at ensuring corrective actions are completed as proposed.
Evaluates and highlights best practices throughout the VISN, PVAMC and associated facilities. Identifies areas of risk to the organization or gaps in performance and takes actions to implement change on behalf of the Chief of Staff.
Primarily leads, but may also actively participate, in various organizational work groups, projects, and initiatives.
Uses principles of continuous quality improvement such as Lean, Six Sigma, etc.,
Leads and/or facilitates interdisciplinary teams comprised of representatives from the VA central office, clinics, VISN, VSOs, and the community to evaluate effectiveness and efficiency of operations and to design and help implement new programs, practices or policies.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full time, Monday-Friday; 8:00a.m-4:30p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements.
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems
Regulations and standards of various regulatory and credentialing groups
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
You may qualify based on your experience and/or education as described below:
GS-09: To qualify at the GS-09 grade, you must have one year of specialized experience equivalent to the GS-07 level or higher and/or meet educational requirements or a combination of specialized experience and education.
Specialized Experience:
Knowledge of health systems management.
Involved in complex management deliberations.
Provide administrative support to clinical services.
Participate in resource allocation decisions.
OR,
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR,
Combination of Specialized Experience and Education: Combination of specialized experience as described above and graduate education as described above which totals at least one year.
GS-11: To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-09 level or higher and/or meet educational requirements or a combination of specialized experience and education.
Specialized Experience:
Experience in health systems management.
Involved in monitoring and evaluating workload, performance, quality, and goal achievement.
Develop and/or manage new/revised policies and procedures.
Involved in resource allocation decisions.
OR,
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR,
Combination of Specialized Experience and Education: Combination of specialized experience as described above and graduate education as described above which totals at least one year.
GS-12: To qualify at the GS-12 grade, you must have one year of specialized experience equivalent to the GS-11 level or higher.
Specialized Experience:
Extensive experience in health systems management.
Develop a process or system to monitor and evaluate workload, performance, quality, and goal achievement.
Provide health systems management advisory services and high level management input into high-level and complex management deliberations.
Provides comprehensive resource allocation information to support decisions involving organizational funds.
