This Supervisory Health System Specialist is located in Primary Care for the VA Providence Healthcare System. This position is full-time at 40 hours per week.

Duties

The primary purpose of this position is to provide health systems management advisory services and high level management input into the most complex top management deliberations and decisions together with a corresponding high level of responsibility to participate in identifying and resolving a full range of complex management problems. Duties include, but are not limited to: Studies and analyzes program-specific data; Compiles final reports of evaluation efforts, notes discrepancies, and plans initiatives for effecting remedial actions and/or reaching established goals; Establishes administrative controls aimed at ensuring corrective actions are completed as proposed; Responsible for identifying the PVAMC clinical strategic challenges and opportunities, developing and/or managing new/revised policies and procedures, and adherence to VHA mandates related to, Audiology and Speech Pathology, Compensation and Pension, Dental, Education, Geriatrics and Extended Care, Medicine, Mental Health and Behavioral Sciences, Non-VA Care Coordination, Pathology and Laboratory Medicine, Pharmacy, Physical Medicine and Rehabilitation, Primary Care, Radiology, Research and Development, Social Work, and Surgery Services; Liaison between ancillary support services such as Quality Systems, Health Administration, Prosthetics, Nutrition and Food and/or Nursing Services; and brings challenges to the attention the Chief of Staff and executive management as warranted for appropriate action; Primarily leads, but may also actively participate, in various organizational work groups, projects, and initiatives; Uses principles of continuous quality improvement such as Lean, Six Sigma, etc., leads and/or facilitates interdisciplinary teams comprised of representatives from the VA central office, clinics, VISN, VSOs, and the community; Develops, implements, or manages management information monitors for tracking status of clinics, construction projects, equipment purchases, budget information, etc; Obtains/extracts a wide variety of data from VHA and other databases and works with others to analyze and make recommendations based on extracted information; Translates data into executable courses of action so Healthcare System Leadership can make decisions concerning clinical workload, productivity, human resource issues, revenue, budget, resource utilization and quality performance; Establishes priorities, monitors performance, and intervenes when necessary in the successful operation of current as well as future (imminent) healthcare operations; Maintains analysis of efficiencies utilizing VHA databases and relevant SharePoint sites; Conducts statistical analyses of nation-wide VHA Medical Centers of similar complexity utilizing reports scaled to approximate workloads to determine variation for national median and both upper and lower control limits; Serves as a resource person, responsible for providing the clinical operations leadership and coordination in the development, implementation, evaluation, interpretation, revision, and when necessary, corrective action of many applicable clinical and administrative functions, activities, operations and programs for organization- wide projects; Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full-time/Monday-Friday. Virtual: This is not a virtual position. Veterans' preference does not apply for internal or other current permanent Federal agency employees. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. This position is not a Bargaining Unit position. This position is covered by locality-based comparability pay.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. (This is separate from your experience and is mandated by statutory and regulatory requirements.) For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of planning, coordination, and execution of business functions, resource allocation, and production; performing work and conscientious about attending to detail; designs and implements new or cutting-edge programs/processes; and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit produces, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11..
