About the Position: Serve as an Interdisciplinary Regional Technical Specialist resolving complex National Environmental Policy Act (NEPA) issues for the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division.
This is a competitive upgrade to an encumbered position, no vacancy exists. Selectee remains at their current LRD District location.
Duties
Resolve complex NEPA and Environmental Justice (EJ) consultations and issues.
Develop regional procedures, templates and NEPA and EJ training as appropriate for LRD regulatory personnel.
Provide guidance on complex NEPA and/or EJ issues and processes associated with Corps regulatory permit applications or policy issues.
Serve as lead permit application reviewer on those permit applications with complex NEPA and/or EJ issues upon request by the district or if assigned by the LRD Regulatory Program Manager.
Provide expert technical evaluation of complex NEPA documents on project-specific permit actions or policy issues.
Conduct quality control reviews of complex NEPA documents such as Environmental Assessments and Environmental Impact Statements.
Requirements

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes resolving National Environmental Policy Act (NEPA) and Environnmental Justice issues; advising on NEPA process for regulatory permit applications; and conducting quality control reviews on environmental assessments and impact statements.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
