The incumbent functions as an integral member of the hospital's top management team, participating actively in the formation of hospital plans and programs. Incumbent visualizes complex relationships throughout the hospital and adapts administrative approaches to complex problems affecting administrative, as well as professional programs.

Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series. To qualify for this occupational series, applicants MUST meet one of the following listed below:
Education: Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
The successful completion of an agency-sponsored on-the-job training program, provided it included a formal individualized training plan. The training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles; and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the IOR, applicants must also meet the specialized experience requirement described below:
For the GS-11 - Applicants must have one (1) year of specialized experience equivalent to GS-09. Examples of specialized experience include but are not limited to: performing analysis of all areas of management including planning, organizing, implementing, coordination, controlling, evaluating, educating, and improving clinical, administrative, and support operations of the Chief of Staff (COS) geared to the successful accomplishment of the VA mission; using technical skills and scientific methodologies to resolve critical programmatic, organizational, and functional problems; using automated databases available to the VA to develop health-planning strategies and assess priorities relative to the mission of the VA, the Network, and the Medical Center; researching, reviewing, and preparing final responses to correspondence and office memoranda, initially or for review from other sources. OR,
Education: The successfully completed a Ph.D or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M in a related field of the position to be filled (e.g., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). (Transcripts must be submitted). OR,
Combination: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above may be used to meet the total qualification requirement. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
For the GS-12 - Applicants must have one (1) year of specialized experience equivalent to GS-11. Examples of specialized experience include but are not limited to: Performing special comprehensive management studies and developing reports, proposals, business plans, position and issuing papers which represent the facility's position concerning a variety of management and technical issues including planning initiatives, and the development of new programs and community-based outpatient clinics. Conducting analytical studies of manpower, workload, space, finances and budget, equipment and/or other resource utilization as required. Reviewing and ensuring the accuracy and completeness of contract procurement and reporting documentation to ensure that they meet the requirements of all VHA policy, and standards for facility accreditation organizations to include The Joint Commission, Long Term Care Institute, and Commission on Accreditation of Rehabilitation Facilities, among others. Providing technical and administrative assistance in various functional areas. Formulating, advising on, participating in developing and coordinating long range (5+ year) operational plans and implementation of health care management policies, programs, and operations.
There is no educational substitution for the GS-12 level.
