This position is responsible for working collaboratively with local and VISN leadership to identify and/or implement best practices and advising VAMC leadership of all program requirements pertaining to the Credentialing and Privileging (C&P) program. The incumbent will ensure quality assurance and provide oversight for the VA Medical Center C&P program.

Duties
Major duties include but is not limited to:
Identifies and presents to leadership the resources necessary for accomplishing the mission and function of the facility's C&P program
Manages the C&P staff; sets and adjusts short and long-term priorities; assesses staffing needs; plans work to be accomplished; and ensures positions are appropriately manned to cover all program functions
Identifies developmental and training needs of employees; provides or arranges for needed development and training
Provides consulting and guidance to local leadership and C&P employees on all matters pertaining to the facility's C&P program
Determines appropriate actions, including those resulting from VISN and local level reviews
Attends committee meetings and presents providers' credentials, clinical practice histories and
red flags
Documents and composes committee minutes, privileging requests and/or actions, malpractice payments, tort claims and adverse actions, Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) reviews and completion timeframes
Serves as the primary consultant for the facility's C&P program
Analyzes program audit results; interprets facility quarterly report card data; researches provider credentialing requirements; identifies potential privileging issues
Drafts facility Medical Staff Bylaws updates and revisions; interprets and explains new regulatory requirements, and VHA requirements, procedures and processes; contributes to development of local policies
Coordinates with Service Chiefs and service level administrative teams for annual Committee(s) review of clinical privileges and scope of practice forms; reviews clinical privileges and scope of practices for accuracy
Coordinates with telehealth program team to ensure compliance
Performs as the VAMC Subject Matter Expert on the following topics credentialing of licensed independent practitioners (LIP) and Non-LIPs, privileging and privileging related matters including focused and ongoing professional practice, adverse privileging actions, Reporting to the National Practitioner Data Bank (NPDB), and reporting to State Licensing Boards (SLB)
Responsible for ensuring quality assurance in the facility's C&P program
Participates in policy and decision-making initiatives and continuously develops a greater understanding of regulatory and policy requirements, quality assurance methodologies as well as best practices
Conducts supervisory reviews of completed tasks, present information, and make
recommendations on how to improve
Develop statistical, graphical, and narrative reports justifying training or changes in processes to improve systems effectiveness and efficiency and customer service quality
Serves as the administrator for the National Practitioner Data Bank (NPDB) managing
enrollments, single queries and re-enrollments; preparing and submitting reports for adverse privileging actions; submitting federal tort claims for substandard clinical care
Ensures all mandatory reviews and recommendations are documented in the electronic credentialing database; manages facility accounts; and ensures appointed licensed providers maintain an active enrollment
Serves as the administrator for the Federation of Medical Boards managing query submissions and results; ensures that primary source verifications are obtained and processed via quality control review
Ensures all mandatory reviews and recommendations are documented in the electronic credentialing database
Serves as the administrator for the Our Providers Database ensuring information accuracy; reviews credentialing files for inaccuracies; manages troubleshooting efforts; takes corrective actions; and conducts quarterly reviews and certifications
Performs other C&P program related duties as assigned
Work Schedule: Monday - Friday, 8:00 am to 4:30 pm

Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.

Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. Examples of the Individual Occupational Requirement Experiences as set by Office of Personnel Management (OPM) for this occupation and grade level may include: Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcripts required. OR progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You must meet the Individual Occupational Requirement (IOR) AND the Specialized Experience as outlined below:
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. There is no educational substitution for the GS-12 level.
