Duties

This position is located in the Office of the Director of a local health care system and reports to the Director, or a Chief Compliance Officer that reports to the Medical Center Director. Duties include, but may not be limited to the following: Developing, recommending, and implementing Compliance and Integrity program goals for operational units within the local health care system. Developing detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects. Participating in regular information planning sessions, maintain productive interaction with staff, report on the status and progress of work accomplished to date, and monitor work in progress. Exercising oversight of implementation of the Compliance and Integrity program within the local health care system to ensure it is effective. Implementing national Compliance and Integrity controls, solutions, and programs at the local health care system. Developing and implementing internal controls and solutions, in partnership with risk owners, to manage and mitigate key risks that may adversely impact local health care system objectives, compliance with regulations, or overall reputation within the local, VISN, or national landscape of the agency health care system. Establishing and maintaining the "tone at the top" within the local health care system for Compliance and Integrity. Providing regular communications to local health care system staff on the importance of Compliance and Integrity. Drafting guidance and direction regarding program management and reporting. Performing local health care system-wide reviews of internal controls over prioritized risk areas and determine adequacy in preventing compliance failures. Participating in meetings with internal staff and representative operational units within the local health care system to determine compliance program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs. Understanding local strategy, local needs, and risks of the local health care system. Analyzing and prioritizing local risks by working closely with senior management to develop a proactive strategy to mitigate compliance risks. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 05/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist-Integrity and Compliance Officer. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting providing leadership, strategic direction, and oversight of compliance activities; ensuring a standardized and effective approach to compliance using the compliance framework, compliance and Integrity standards, processes, and resources; and experience using complex analytical problem-solving methods, principles, and theories to identify extensive program data and conduct a variety of studies and investigations. Preferred Experience: Experience and competency with Lean Performance Improvement strategies. Evidence of successful project management. Evidence of competency in coaching and training teams/individuals. Proficiency with Microsoft applications and presentations. Proven ability to communicate and collaborate in a professional and respectful manner. Ability to function independently. You will be rated on the following Competencies for this position:ComplianceInternal ControlsInternal Controls/Integrity Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements and Work Environment: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work may be performed in an office setting or virtual setting which require normal safety precautions typical for offices and meeting rooms. The work may require occasional to frequent travel.
