Position is located in Medical Media Service, a department within the Gulf Coast Veterans Health Care System that provides audiovisual materials and documentation to support health care treatment, documentation, and education & training programs for patients, residents, physicians and staff at the facility (five locations geographically dispersed) and VISN levels.

Duties

Assumes full responsibility for videoconferencing for specified conference rooms. Directly communicates with requesters to clarify their needs for media products and, when necessary, directs media product design to ensure the final product meets the needs of the requester. Prepares illustrations as computer designs. Selects type, lettering, layout material and color combinations. Draws sample of finished layout design concept and contacts requester for comment, modification, approval, etc. Formulates basic layout design concept and conducts research to select and secure suitable illustrative material. Prepares illustrations as computer designs. Designs art and copy layout for material to be presented by visual communication media. Confers with requesting individual regarding background information, objectives, presentation approaches, styles, techniques, and related production factors Works with fellow staff members to produce educational video programs utilizing a variety of video production equipment, e.g., cameras, camcorders, advanced video and audio editing, lighting, teleprompting, closed captioning, and DVD authoring. Serves in a primary, independent audiovisual production capacity and/or media production and special projects, as designated by his/her supervisor. Creatively seeks means of improving existing methods and techniques utilizing available equipment and materials and devises new methods to accomplish assignments of a non-routine nature. Provides audiovisual support for large conferences and special events off-station. Creates research posters that are frequently entered into competition and displayed at national conferences. Responsible for adapting to new technology as it is introduced, particularly computer-based systems for audio video support, video production and broadcasting, photographic media, graphics, and videoconferencing. Work Schedule: Full-Time, Monday through Friday, 8:00AM - 4:30PM - Subject to change based upon facility needs. Assignments may include occasional temporary changes in tour of duty to be determined by supervisor. Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience must be demonstrated within the resume. Examples of specialized experience would typically include, but are not limited to: Usage of audiovisual production techniques, theories, and practices, including ability to use video cameras. Arranging, preparing and presenting raw videotape footage into coherent video presentations. Set up, operate and troubleshoot audiovisual equipment, including sound reinforcement, screens, projectors, etc. Usage of practices and concepts of still photography and the use of digital still cameras. Performing photographic documentation of medical conditions in a clinical setting. Usage of multimedia/graphic design software such as Photoshop, Illustrator, InDesign, etc. Usage of a variety of methods, techniques, and materials used in the design, production, and reproduction of visual products to plan the technical details of, or produce, aesthetically composed visual products in a timely manner for flyers, posters, booklets, web pages, etc. You will be rated on the following Competencies for this position: AccountabilityAttention to DetailConscientiousnessTechnology Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical demands include walking, bending, stooping, and standing for extended periods of time. On occasion, lifting and transportation of moderately heavy equipment (40 lb.) is required. Employee drives a vehicle to transport material to off-station programs.
