Effective communication with Veterans is critical to the mission of the Department of Veterans Affairs. VA's Online Personal Health Record, My HealtheVet and Secure Messaging can be utilized to communicate with Veterans in a timely manner. My HealtheVet (MHV) Coordinator serves as facility champion, leads teams to support existing and future Veteran communication initiatives, and coordinates local implementation, training, communications, outreach, web health content and support efforts.
Duties
Duties:
Performs marketing duties to promote increased utilization of the My HealtheVet patient portal via in person authentication and secure messages.
Marketing through outreach training presentations and education to various organizations to include VA staff, Veteran service organizations, and local outreach organizations.
Assists in the development, management, and application of digital design strategies, social media outreach coverings, but not limited to Facebook, Twitter, and Instagram.
Assist in identifying, authoring, and/or editing districts office success stories.
Assist in coordinating and/or inputs the success MHV story database and assists in obtaining the necessary information needed.
Assists in establishing and managing communication plans identifying target audiences, appropriate messages, activities, and resources needed for effective communication.
Assists in the identification of problems and identifies applications to resolve issues. Observes, identify trends, and makes recommendations for effective facility changes.
Assists the MHV Coordinator to lead the facility's efforts to integrate MHV and SM among healthcare providers and patients.
Assists the MHV Coordinator by working with senior functional subject matter experts to identify and manage significant changes in the way employees integrate the My HealtheVet program throughout the HCS.
Assists in managing multiple projects by planning and organizing activities for secure messaging, social media, and all other MHV projects.
Proposes and assists in the implementation for strategic plans and objectives for the enhancement, maintenance, and future advancement of operations for the MHV program.
Assists in creating the tools and applications needed for My HealtheVet assessments.
Plans, schedules and coordinates work operations to ensure the success of the MHV program.
Prepares and/or tracks the progress and development of reports, including monitoring goals/activity status for the My HealtheVet program so that goals and/or deadlines are met.
Assists in the development of multimedia campaign materials (e.g., brochures and videos) to enlighten target population.
Maintains liaison with VISN and national MHV teams and coordinators to ensure correct, current and accurate portrayal of information is provided to meet objectives.
Assists in gathering, extracting and compiling data for use in developing budgets and spending plans.
Assists in the communication to multi-disciplinary teams comprised of professional, technical and support personnel to coordinate clinical and business functions for the MHV program.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Bargaining Unit -This position is covered by AFGE bargaining unit. Per the Master Agreement, the Area of Consideration will be: 1st Area of Consideration - Current Facility and CBOC employees; 2nd Area of Consideration - VA Nationwide applicants
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
You may qualify based on your experience as described below for the GS-07:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in performing marketing duties to promote increased utilization of patient portal via in person authentication and secure messages.
Experience in creating brochures, videos, and any other marketing material using various software such as Publisher, PowerPoint, or other social media platforms.
Experience in marketing through outreach training presentations and education to various organizations and local outreach organizations.
You may qualify based on your experience as described below for the GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Expertise in the development, management, and application of digital design strategies, social media outreach coverings, but not limited to Facebook, Twitter, and Instagram.
Experience in identifying, authoring, and/or editing districts office success stories.
Experience in establishing and managing communication plans identifying target audiences, appropriate messages, activities, and resources needed for effective communication.

Physical Requirements: Work is usually performed sitting at a desk, in news conferences, briefings, meetings, etc.; or riding in an automobile or public transportation. There may be occasional brief visits to industrial
or construction sites, national parks or forests, military equipment test sites, etc.; however, no
special physical demands are involved in performing the work.
