The incumbent will serve as a Supervisory Financial Administrative Specialist and is the technical authority and subject matter expert in accounts receivable, advising subordinates in the Accounts Management department within CPAC. The work of this position often has a substantial impact on CPAC given the nature of goals, collections, and denials in regard to the revenue cycle.
Duties
The major duties include, but are not limited to:
Monitors and evaluates administrative activities, implementing substantive recommendations for program improvements, ensuring effective use of office staff and resources within given timelines, and recommending needed changes to enhance services.
Maintains accuracy and updating of current workflow tools to accommodate resource allocation.
Presents recommended enhancements to department processes and tools in regard to productivity and workflow.
Makes decisions on work problems presented by subordinate employees and other personnel.
Reviews all staff work that is required to be reviewed to ensure it is complete and accurate.
Remains knowledgeable of issues that have the potential to negatively impact the department or organization
Establishes and maintains effective working relationships with others throughout the organization as well as externally.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 7:30am-4:00pm, Monday- Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify at the GS-09 level based on your experience and/or education as described below:
Specialized Experience: One (1) full year of specialized experience equivalent to the GS-07 level in e Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of a Supervisory Financial Administrative Specialist, and that is typically in or related to the work of this position. Examples of specialized experience includes: Developing policies and procedures for conducting the appropriate follow-up action on outstanding revenue with Third Parties; Monitoring the review of claims data in order to identify patterns or trends and to ensure accurate billing in accordance with appropriate rules and regulations; Develops, implements, and evaluates management procedures in order to enhance provider productivity; Providing guidance and direction for the proper course of action to follow to recover debts; Overseeing the review, analysis and response to telephonic, written, and personal inquiries from a variety of sources concerning debts resulting from patient care.

Education: Successfully earned a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required);
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described above, and education beyond one year of graduate education. (transcripts required);
You may qualify at the GS-11 level based on your experience and/or education as described below:
Specialized Experience: One (1) full year of specialized experience equivalent to the GS-09 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of a Supervisory Financial Administrative Specialist, and that is typically in or related to the work of this position. Examples of specialized experience includes: Participating in initiatives and new projects to resolve issues within CPAC and the department and provides analyzed data and coordination of efforts between team members and internal/external departments; Providing managerial guidance and direction to the full range of activities involved in collecting revenue from First and Third Parties; Assigns work to subordinates based upon program priorities, subordinates' capabilities and assignment requirements; Observes staff's performance, providing performance and productivity input and taking appropriate steps to recommend and/or effect changes when needed to enhance employee performance; Performs analysis of workload, patient service, and similar data to forecast future needs of the CPAC and initiates the necessary action to ensure efficient service delivery.

Education: A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position (transcripts required);
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described above, and education beyond a Masters degree. (transcripts required);
Preferred Experience: Knowledge of Accounts Management and/or OPECC processes, and leadership.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
