This position is located in the Business Administration Service (BAS) whose responsibility is to represent both the Southern Nevada Healthcare System (SNHS) Director and the Chief, BAS on all administrative matters occurring during tour of duty. The Incumbent serves as the Administrative Officer of the Day in a 90 bed Medical Center that serves a catchment area with over 158,00 veterans.
Duties
Duties include but are not limited to:
Delegated full authority of the BAS for administrative activities occurring on tour.
Serves as the liaison to the Air Force Joint Venture partners at the Mike O'Callaghan Federal Hospital.
Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD) and all other clinical staff concerning administrative matters necessary for operation of the SNHS during other than normal tours.
Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Central Office, military personnel, private physicians, media, and the general public.
Maintains good public and medical relations.
Administratively approves and coordinates tests and procedures which cannot be done at SNHS.
Prepares daily gains and losses sheet, morning report, encounter activity report, inpatient listing, community nursing home, patient listing, and other related statistical reports.
Maintains seriously ill roster, notifying next of kin, as appropriate.
Investigates unusual incidents occurring during tour involving welfare, injury, abuse of patients, loss of personal property; infractions of VA SNHS rules, etc.
Ensures that computer systems are operational; evaluates and resolves computer related problems.
Orients new MODs regarding legal and quasi-legal matters defined in VA directives and interprets VA SNHS policies as they relate to patient care and treatment.
Delegated authority to act on behalf of the Director to coordinate with AF during any disaster situation, in accordance with hospital-wide disaster plan.
During regular duty hours, may be assigned as acting section chief or to perform additional medical administrative duties.
Work Schedule: Full Time, required to work days, nights, weekends and/or holidays.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management's objectives, goals, decisions, and policies; Knowledge of general principles of management; General knowledge of Federal and department personnel management policies and practices; Knowledge of SNHS organization, functions, specialties, and programs, i.e., Social Work, Psychiatry, Nursing, Laboratory, Radiology, etc.; Knowledge of medical resources in surrounding community; Knowledge of medical and technical terminology. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-09 level. .

Physical Requirements: The work is primarily sedentary with some carrying of computer reports and boxes.
