This position is located in National Records Center, Immigration Information and Integrity Branch, Immigration Records Contract Management Section. As an Immigration Services Analyst, you will act as the Contracting Officer Technical Representative at the local level, performing COTR functions or contractor oversight to ensure compliance with the contract(s).

Duties

Gather, organize, and analyze qualitative and quantitative information to review contract performance. Develop and/or conduct audience-appropriate briefings, presentations, and other communications for supervisors or executive leadership. Monitor and assess contractor activities to ensure federal regulations are followed. Coordinate with government and contract personnel to identify issues, recommending appropriate courses of action. Provide recommendations for innovations in data collection procedures and enhanced reporting mechanisms to more effectively measure contractor performance.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/31/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/31/2023. Selective Placement Factor: You must have Contracting Officer's Representative Level III (COR III) Certification. This experience must be documented in your resume. GS-13 In addition to the requirements at the lower grade level(s), you qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Ensuring that contracts are compliant and within the regulatory requirements, Conducting studies on contractor performance and presenting the results to organizational management, Resolving various complex issues associated with the planning and implementation of agency contract oversight and management, Building and maintaining positive relationships between agency, other federal contract officers, and contractor management.
