All current employees Department of Labor with competitive status. The Office of Program Operations is responsible for (1) providing case management, legal support, and case management; (2) planning and administering a comprehensive legal and administrative support program for the entire OALJ; and (3) providing guidance and assistance in these areas. This position is Outside the bargaining unit.

Duties

Analyzes administrative regulations, procedures, and policy directives to determine their usefulness and identifies improvement opportunities which better contribute to operational effectiveness. Compiles and analyzes data, and prepares HR reports (organizational charts, resource utilization, mission, function, and work processes, etc.). Provides advice to management, supervisors, and/or employees. Alerts executive managers of any barriers which impact the achievement of the o OALJ mission. Conducts fact-finding for personnel actions. Tracks the status of OALJ actions by preparing or requesting reminders for actions that integrate effective and actionable work methods. Ensures that quality management is aligned with customer focus and that administrative services are continuously improved. conducts surveys and special studies to improve administrative support operations provided by the Division of Budget and Administration to the OALJ nationwide in assigned functional areas, such as travel, building maintenance, safety, and health, security, and property management. They also develop reports, analyses, and recommend improving the efficiency and effectiveness of division administrative services. Works with OALJ program managers to establish and manage program requirements which support goals and mission of OALJ, both at the national and regional level. Identifies required resources, problems, best practices, and challenges for each project. Analyzes and evaluates information, identifies issues and problems, develops solutions, and formulates the best courses of action. Prepares and presents findings and recommendations to management. Monitors trends through analyses of statistical data. Compiles data and prepares program reports that address programmatic issues. Uses quantitative analytical methods to evaluate data to analyze program or policy issues. Coordinates HR, administrative issues, and personnel actions to include initiation of personnel actions, review of performance appraisals and ratings, position descriptions, awards, and recognition processes. Works with managers to develop performance plans. Routinely reviews OALJ position descriptions to meet DOL recertification requirements.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Management and Program Analyst, as described below. You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically included are not limited to: Planning and executing a variety of complex projects and develop recommendations requiring technical and administrative judgment. Gathering and extracting technical data/information from multiple sources, conduct extensive research, track and analyze results, identify pertinent issues or problems, make recommendations for solutions for complex/difficult problems and implement changes. Applies advanced knowledge of administrative processes to ensure compliance with agency/federal government wide policies and procedures.
