This position is located at Departmental Offices,Domestic Finance. Under Secretary Domestic Finance, Office of Financial Research (OFR), Office of the Chief Technology Officer (CTO), Data Operations. As an IT SPECIALIST (DATAMGT) you will promote financial stability by delivering high-quality financial data, standards, and analysis principally to support the Financial Stability Oversight Council and its member agencies.
Duties
As an IT Specialist (DATAMGT), you will:
Develop data management and govern concepts, principles, and methods in support of data operations and complex Office of Financial Research (OFR) and Financial Stability Oversight Council (FSOC) initiatives.
Provide expert technical advise, guidance, and recommendations to management, the team leader, Data Stewards and other Specialists within OFR to resolve problems with data and data products to ensure timely and accurate data availability of OFR data assets and products, and works to define and automate processes where possible to ensure consistency and quality of data onboarding and derived data creation.
Maintain the Data Management IT systems and the technical integration between systems and the data sharing mechanisms between OFR and our data providers and the FSOC.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the OR-53 (GS-13 equivalent): You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-52 (GS-12 equivalent) grade level in the Federal service. Specialized experience for this position includes ALL of the following:
- Experience with the setup, metadata repository design, configuration, or customization of Collibra.; AND
- Experience using Python, Groovy, or Java to manage financial or analytical data and metadata.; AND
- Experience working directly with data users and Information Technology specialists to document and provide technical business requirements, data architectures, and data onboarding and validation to facilitate delivery of identified data needs.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the OR-53 (GS-13 equivalent), you must have been at the OR-52 (GS-12 equivalent) level for 52 weeks.
