The primary purpose of the position is to perform clerical and technical work in support of the program specialist for the Southeast Louisiana Veterans Health Care System (SLVHCS) host of the 43rd National Veterans Wheelchair Games (NVWG). The position is responsible for providing managerial and program assistance to support the National Veterans Wheelchair Games in processing requests, actions, forms and reports, ensuring appropriate application to operational guidelines etc.
Duties
This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration - Current Facility and CBOC employees; 2nd Area of Consideration - VA Nationwide applicants; 3rd Area of Consideration - Other Status candidates.
Duties Include:
Performs daily operational work tasks to ensure efficient and smooth operation and execution of tasks in support of the NVWG program.
Provides organizational support for the planning, analyzing, coordination, development and evaluation of priorities, resource allocations and/or performance objectives to support the operational requirements of the NVWG.
Monitors and ensures smooth operation and resolution of issues related to administrative systems consistent with NVWG policies and action plans.
Carries out daily administrative procedures necessary to plan, develop and execute the local budget including, travel, supplies, contracts, equipment and other general operating expenses while providing oversight.
Develops administrative techniques to document data summaries pertaining to obligations, expense narrative information, and quantitative budgetary data for use in preparing budget estimates.
Analyzes and compares obligations and expenditures and identifies conditions of over or under obligation of funds.
Facilitates the coordination of event logistics within local Medical Center, Office of NVSP&SE and NVWG policies, manuals, program templates, and regulations.
Executes administrative approaches to all the NVWG subcommittees and personnel for acquiring resources to include: personnel, administrative, logistics (e.g., accommodations, transportation, meals, communications, security, and medical support), public affairs (e.g., memorabilia development, printing, hospitality, VIP functions, media relations and daily newsletter), and ceremonies (e.g., Welcome Reception, awards, and Opening/Closing ceremonies) for participants of the Program; and, integrates them into the Local plan(s).
Work Schedule: Full-time, Monday - Friday, 7:30am - 4:00pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience using VA administrative processes, communications, budget, leadership, and strategic planning in order to support a highly visible, large scale VA community event and operational plans in order to execute the National Veterans Wheelchair Games; performs the full range of program administrative activities related to logistics, budget, marketing, etc., that will provide quality rehabilitative services to Veterans while projecting a positive image of the VA sports rehabilitation and the local VA Medical Center on a national stage; experience with contracting and fiscal management procurement policies and procedures. This includes the knowledge and ability to reallocate funds, change vendors and seamlessly move between allocated funds, donated funds, and in-kind donations; conduct market research in obtaining acceptable quotes for goods and services in compliance with Federal Acquisition Requirements; and skilled in communicating effectively in both verbal and written capacities and convey ideas and other tasks to others for completion of task.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is equal parts sedentary and physical. Physical requirement and demand will increase with the venue site setup and during the actual event. Heavy lifting (up to 50
pounds) is required to unpack and move equipment from warehouse to venue, as well as inventory, pack and ship equipment to the next host site.
