You will serve as a PRODUCTION RESOURCE MANAGER in the Operations Department of PEARL HARBOR NSY AND IMF.

Duties

You will conduct a variety of studies to recommend changes to organizational and staffing structures and to develop workload and manpower requirements. You will recommend improvements to operational and work process problems and initiatives. You will provide information and advice to management on ability to accomplish assignments as scheduled, budget estimates, change in production techniques, standards, and requirements. You will develop manpower projects by Trade Skills and Trade Skill Designations. You will ensure the Workload and Resources Report is updated and manipulated at frequently to ensure accuracy of required staffing levels. You will recommend project manning requirements to the Shop or Project Superintendent for approval. You will work directly with the first and second line supervisors to resolve resource requirements of various projects and shop to ensure properly trained and qualified personnel are assigned. You will attend project meetings to provide status on progress, cost and scheduling performance.

• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience analyzing and evaluating production workforce plans and resources to resolve scheduling conflicts, prevent production delays, and forecast budget problems to manage production requirements and execute ship or submarine repair and maintenance projects. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience conducting studies and collecting data for analysis of workforce plans and resources to resolve scheduling conflicts and prevent production delays of ship or submarine repair and maintenance projects. For the GS-11:

• Successful completion of a Ph.D. or equivalent doctoral degree. - or -
• Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. - or -
• Successful completion of an LL.M. degree that is related to the position being filled
