The primary purpose of this position is to serve as an IT Program Manager responsible to contribute to and oversee the development of sound integrated, short and long-term planning, program management, implementation, integration of cyber systems and Geospatial Information Systems (GIS).
Duties
Serves as the program manager providing team leadership by coordinating, communicating, and integrating all work efforts to ensure the overall success of the program which aligns with critical agency priorities
Maintains technical awareness and programmatic oversight for all fielding and planning required for newly acquired and existing Information Technology systems
Conducts, leads, participates in, and defends program positions at program design reviews, acquisition program management reviews and user groups.
Develops detailed decision-making information

- This position requires a Program Management, Practitioner acquisition certification. The incumbent has 60 months to achieve this certification. The employee is expected to meet Continuing Acquisition Education requirements.
- Information Assurance Certification is a condition of employment. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA Level certification within six months of assignment of these duties.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the ability to work backend and frontend web development languages; and knowledge of database, search, and logging technologies, the ability to provide cost schedule management, plan, design, coordinate, develop and test hardware and software systems; perform studies, and review IT plans, specifications, maintenance requirements and cost estimates. Note: Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive working knowledge of C4lSR concepts, systems, architectures, and programmatic management skills. A thorough knowledge of policies, standards, and procedures pertaining to C4ISR lnformation Technology systems.
2. Possess in-depth working knowledge of information technology systems and their capabilities. Must understand, evaluate, and translate the needs of information technology users into requirements and be capable of analyzing systems incorporating multiple and diverse IT commodities, and the ability to conceive an integrated plan, successfully translating all system requirements into a suitable implementation program.
3. Working knowledge of state of-the-art developments in communications and computer systems, both military and civilian, and demonstrated awareness of general telecommunications policy, technology, and programs as they apply to current or planned equipment and methods for base C4ISR infrastructure program planning. This knowledge will be used to ensure adequate flexibility is available within plans to properly manage current and future projects, programs or enhancements.
4. Must be able to organize, prepare and discuss concepts and technical issues in an appropriate manner with senior level staff. Excellent written and verbal skills are mandatory since the incumbent will be working in a multidiscipline environment with different levels of management and engineering staff. Knowledge of capital planning principles and methods, enterprise architecture policy and planning processes, and cost benefit analysis methods sufficient enough to prepare capital investment plans to support the organization's mission.
5. Expert knowledge of the principles, policies, and practices of systems acquisition, integrated logistics support and program management to plan, organize, and manage critical aspects of the development, production and deployment of comm.-computer systems, subsystems, and equipment. Ability to gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management.
6. Enhanced knowledge of business and industry management, procurement procedures and production practices in order to evaluate and recommend procurement strategy objectives, implementation methodologies and program integration goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
