The VA Loma Linda Healthcare System (VALLHCS) is currently recruiting one Health System Specialists in Loma Linda, California. This position supports VALLHCS's administrative & strategic operational initiatives under the Chief of Staff with a focus on supporting the Deputy Chief of Staff: identification of problems, analysis of data, recommendation of resolutions based on specific knowledge of the organization's objectives/priorities, resources, and catchment area.
Duties
Duties include but are not limited to the following:
Interpret policies, developing and implementing local policies, defining administrative requirements to executive leadership on related issues.
Evaluate and monitor administrative activities and make substantive recommendations for program improvements.
Perform demand/capacity analysis, templating and scheduling.
Lead data analysis of performance related to existing internal and/or external requirements.
Interpret agency program goals/objectives, sequence/timing of key program events and milestones and/or methods of evaluating program events.
Assess the areas of Clinic Cancellation and No Show, Auditing, and/or Consult Management.
Act as a liaison or point person for communications with persons and/or groups internal or external to the VAMC.
Promote effective vertical and horizontal communication and/or optimal information flow within the clinics.
Establish a Communication Plan regarding reporting procedures for CPM Access.
Provide health system management to support services in full support of the medical center mission, goals and objectives.
Oversee staff support work in short and long range planning efforts while obtaining and/or consolidating planning information.
Establish administrative controls aimed at ensuring remedial actions are completed and proposed.
Oversee duties directly contributing to the administrative management of a health care delivery system.
Analyze and evaluate on a quantitative or qualitative basis, the effectiveness of programs or operations.
Lead data analyses of performance related to existing internal and/or external requirements.
Disseminate results of projects via reports, dashboards, and consultation.
Consult with colleagues to analyze, interpret, and anticipate financial trends.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary, and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to other facility sites of care, interviews, meetings, and sources of information. Work is performed in the office setting. May require occasional travel. Work is usually performed in offices, meeting rooms, or similar settings. The position may require occasional travel, including the normal everyday risks and discomforts of auto, bus, rail, and air transportation.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-13 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-12, in the normal line of progression for the occupation in the organization.
Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Examples of specialized experience would typically include, but are not limited to: identify problems, analyze data, and recommend resolutions based on specific knowledge of the organization's objectives, priorities, resources, and/or catchment area.
There is no educational substitution for the GS-13 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
