This position is located in Veterans Health Administration (VHA), VHA Office of Integrated Veterans Care (OIVC), Veteran and Family Member Programs (VFMP), Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA). The incumbent serves in a management position that is organizationally aligned under the CHAMPVA Program Management Officer. The incumbent is directly concerned with overall management, budget, plans, staff advice, and inter-departmental contacts.
Duties
Duties include, but may not be limited to:
Serve as a key technical and operational consultant for the development and implementation of CHAMPVA operations related to new programs and/or initiatives that have a direct impact on data management, health care claims processing, problem review and resolution.
Perform ongoing analysis, both quantitative and qualitative, of claims processing activities and payment methodologies employed at VFMP as well as those employed by other federal agencies and commercial insurance claims processing organizations.
Assist the Chief in the responsibility for planning, coordinating, managing and directing the full scope of operations within CHAMPVA, and directs the planning, development, coordination, implementation, analysis and reporting of the CHAMPVA program medical claims benefit processing activities.
Identify potential risks and issues, collaborate with staff both internal and external to VFMP to ensure necessary requirements are appropriately documented and met, and effectively lead and socialize the changes necessary for successful implementation.
Assist in the evaluation of programs against short and long-range objectives.
Develop plans and programs for achieving and maintaining operational standards with emphasis on quality and timeliness, superior customer service, and fiscal fidelity.
Coordinate program activities with VFMP Chiefs, managers and others to analyze and identify the need to redistribute workloads, workforce skills mix and positions to meet legislative or regulatory changes impacting the organization and recommends changes to the department chief.
Work Schedule: Monday-Friday, 7:00a.m.-3:30p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position, you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
Provide professional guidance and advice on CHAMPVA program requirements and operational problems;
Prepare and/or coordinate the preparation of comprehensive reports, formulate conclusions, and make recommendations based on findings and analyses.
Evaluate issues/initiatives that directly impact overall long-range program planning, goals, policy formation and the implementation of operational procedures that affect the CHAMPVA Program;
Apply knowledge of computers and software applications to include databases, spreadsheets, presentations, desktop publishing and word processing sufficient in designing marketable research studies;
Formulate formal correspondence, presentations and briefings to convey complex information on all VFMP CHAMPVA program activities, to provide, discuss and advise top level management, individuals outside of VA, congressional staff, and the general public on relevant issues and gain their support.

Physical Requirements: The work is sedentary in nature, although some slight physical effort may be required.
