The primary purpose of this position is to serve as Program Management Division Chief to the 688th Cyberspace Wing Commander. Provide expert and high-level leadership for the 688 CW''s global warfighting enterprise, especially on issues requiring broad-based understanding of cyberspace strategy, policy, doctrine and capabilities.

Duties

Serves as the 688 CW Program Management Division Chief. As the 688 CW Program Management Division Chief, provides oversight and centralized management and prioritization of mission essential warfighter requirements for cyberspace weapon systems assigned to the 688 CW and three Operations Groups. Integrates the wings' cyber weapon systems strategic planning program. Leads, conducts, participates, and defends weapon systems program positions at program design reviews, program management reviews and user groups. Maintains programmatic oversight for all fielding and planning required for newly acquired Information Technology and cyber weapons systems. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A) BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriateGS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of cyberspace operations in order to operate network and information systems as well as to prefect, detect, and/or mitigate IT and cyberspace vulnerabilities. Expert knowledge and experience in IT related disciplines. Note: Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of cyberspace operations in order to operate network and information systems as well as to prefect, detect, and/or mitigate IT and cyberspace vulnerabilities. Expert knowledge and experience in IT related disciplines. Knowledge and understanding of the development, interpretation and application of Federal, DOD and Service regulations and policy, program directives and guidance materials relevant to the USAF cyberspace mission and operations; including knowledge of the USAF cyberspace mission, authorities and capabilities; equivalent information regarding the roles and responsibilities of DOD cyberspace program partners. Knowledge of management principles, and processes and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies; practical knowledge of broad financial management and resource allocation principles and techniques as they relate to long range planning of programs and objectives and an understanding of the operational requirements, concepts of operations and employment of information processing systems in military environments, including the structure and operations of the DOD GIG. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions. Ability to communicate effectively both orally and in writing, clearly, concisely, and with technical accuracy, negotiate complex issues, and maintain good working relations. Ability to work collaboratively with other senior level managers and to effectively communicate the 688 CW objectives, priorities and parameters to define mutually beneficial cyber courses of action. Knowledge of security procedures to maintain control of classified material. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The position is Acquisitions Category A Program Management Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 12 months after accepting this position. Position may require temporary duty travel (TDY) utilizing military and/or commercial transportation and may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
