The primary purpose of this position is to serve as the Suitability and Adjudication Specialist with responsibility for planning, developing and carrying out the full range of performing new hire suitability, full adjudication of adverse issues, management advisory services, and quarterly suitability training to Civilian Personnel office.
Duties
Serves as the Accessions Security and Fitness and Suitability Adjudication specialist.
Administers, coordinates and monitors the Personnel Security Program.
Collaborate with Employee Management Relations (EMR), Civilian Personnel Officer, Air Force Personnel Center, Senior Executive Services and/or functional manager providing advisory services in resolving difficult, complex, and often controversial suitability issues.
Reviews, analyzes, and synthesizes data from core personnel documents, organization charts, unit manpower documents, DCPDS, Business Objects and reports containing civilian personnel and position data to ensure compliance with policies and advises management or takes corrective action as appropriate.
Requirements
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May occasionally be required to work overtime.
- Must be able to obtain and maintain adjudication certification.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
For the GS-12:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal suitability and adjudication employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and troubleshoot very difficult problems referred by less experienced specialists. Knowledge of suitability and adjudication requirements established by legislation, executive orders, regulations, directives, and various policy statements, and develops a complete understanding of the program and how it affects investigative methods, techniques, and the types of investigations required within the program; rules for accepting prior investigations and adjudication's with DoD and other Federal agencies. Knowledge of procedures for obtaining, processing, and making determinations regarding receipt of derogatory information.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles of the classified titled or related field.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the classified title.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
For the GS-13:

2. Comprehensive knowledge of the full range of Federal HR affirmative employment, recruitment/placement and employee management relations and suitability risk level criteria.
3. Knowledge of Federal suitability and adjudication employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and troubleshoot very difficult problems referred by less experienced specialists.
4. Knowledge of personnel security procedures and policies to ensure a viable personnel security program for the Squadron and contractor personnel and of required security training procedures to assist managers and contractors in complying with established security requirements.
5. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
6. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, affirmative employment, and suitability/adjudication issues and problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
