The primary purpose of this position is to provide professional and scientific expertise in performance of work requiring knowledge and application of engineering, mathematics, statistical analysis, modeling/simulation, advanced theories, concepts, and/or other scientific principles, methods, and techniques.

Duties

Performs a broad range of advanced technical assignments entailing unique problems, creativity, innovative use of complex techniques, advanced approaches, and/or new technologies. Utilizes scientific inquiry in the independent development of new or substantially improved software, equipment, materials, instrumentation, devices, systems, mathematical models, processes, techniques, and/or procedures with many advanced interrelationships to evaluate and predict the ability to support assigned projects, studies, or problems. Provides technical guidance, theoretical expertise, advisory support, and assistance on an entire project and/or major phases for broad and varied operations. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and complex support system concepts. Accomplishes professional development and maintains technical proficiency.

  • Must have a bachelor's degree in a related discipline such as computer or electronics engineering, computer science, or mathematics.
  • A master's degree in a technical related field is highly desired.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work requires the incumbent to be subject to recall during non-duty hours, weekends, and holidays to complete proposals and/or resolve software problems. The work requires the incumbent to be subject to temporary and permanent shift changes.
  • Must be able to obtain and maintain a Top Secret (SCI) security clearance.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition
  • Work Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment or secure an approved waiver.
  • The employee must meet 80 hours of continuous learning requirements within the designated timeframe.
  • Information Assurance Certification, Level III, Information Assurance Manager, is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position (Required for all 17D positions).
  • Advance in hire may be authorized if there is demonstrable proof provided on your resume.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for the GS-0800 Engineering Series, GS-1515 Operations Research Series and GS-1550 Computer Science Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: 0854/0855: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. BASIC REQUIREMENT OR INDIVIDUAL REQUIREMENT: GS-1515: A Bachelor's degree (or higher degree) in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Examples of specialized experience includes mastery of advanced concepts, principles, theories, and practices involved in engineering, mathematics, and/or computer science; mastery of and skill in applying expertise in advanced operations analysis theories, principles, concepts, standards, and methods sufficient to apply experimental theories and/or new applications or developments; knowledge of DOD systems and acquisition program management concepts and the USAF budget/financial management process; ability to extend or modify theories, concepts, assumptions, resolve unique or novel problems, conditions, or issues, significantly alter standard practices, equipment, devices, processes, and known techniques, and provide expert advice to senior colleagues and/or agency officials responsible for broad program operations; and ability to present and influence top-level MAJCOM management decisions and to support and defend decisions to the Air Staff, the Joint Staff, and OSD. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of engineering, mathematics, statistical analysis, modeling/simulation, software development and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures. Knowledge and understanding of agency, AF, Department of Defense (DOD) and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). Knowledge of security procedures to maintain control of classified material. Skill in applying analytical and evaluative techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
