In this position you will serve as the program analyst in the Air Force Test Center (AFTC) Plans and Requirements Directorate with the responsibility to provide timely and quality support to the AFTC Strategic Planning (including metrics) and the AFTC Continuous Improvement and Innovation efforts.

Advise and provides support to the AFTC Strategic Planning effort.
Help to define, implement, and direct the AFTC AFSO21 Program; personally advises AFTC Commander on all aspects of the program which emphasizes Lean Methodology, Theories of Constraint, Design of Experiments and Process Re-engineering to enable the required efficiency gains to meet the future needs of the Air Force.
As the AFTC Continuity of Operations Officer, implements the Continuity of Operations Program (COOP) in accordance with AFI 10-20 and AFMCI 10-208 Continuity of Operations (COOP) Program instructions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS 11 or equivalent in the Federal Service. Specialized experience must include the following creates certification, qualification, and or developmental programs and opportunities for self and others. Develop, integrate, and implements solutions to diverse, highly complex problems across multiple areas and disciplines. Develop plans and techniques to fit new situations to improve overall program and policies. Establish precedents in application of problem-solving techniques to enhance existing processes. Define, direct, or lead highly challenging projects/programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations applying rules, regulations, policies, and procedures.
Ability to plan and execute complex, multifaceted projects simultaneously concerning critical programming and resource availability and allocation problems.
Ability to form cohesive teams, understand diverse viewpoints, and conflicting organizational goals, weight these complications in light of objectives, and promote cooperation and consensus.
Ability to apply a wide variety of analytical techniques to complex issues.
Knowledge of the mission, goals, policies, procedures, rules and regulations that pertain to the Air Force.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations applying rules, regulations, policies, and procedures.
Ability to obtain customer information and analyze data to determine customer requirements while ensuring attainment of goals and objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
