1 position will be located at a U.S. Forest Service office for the Spring Mountains NRA in Las Vegas, NV. 1 or more positions will be located on an Intermountain Region Forest or Regional Office.
The incumbent will serve as the Program Specialist. This includes overseeing projects impacting National Forests, associated partners, communities, & non-government organizations.

Duties
The position most often reports to the Spring Mountains National Recreation Area Manager.
Serves as a forest staff level project manager responsible for overseeing all aspects of assigned projects.
Implements corporate decisions and initiatives that come from the regional level in support of WO level direction, guidance, laws, regulations and policy.
Represent the FS in interpreting and applying established policies, procedures, and practices to the specific efforts under discussion.
Evaluates impacts to projects and problems studied from policy perspectives, changes, resource availability and allocation and integrated schedules.
Determines risk and develops contingency plans, options, and recommendations for management?s consideration.
Assigns roles, responsibilities, and work assignments to project team members.
Creates and maintains comprehensive project documentation.
Prepares reports and recommendations for upper management (Forest Supervisor and/or appropriate Regional Staff/Directors) regarding the status of project and/or findings.
Performs supervisory duties 20% or less of the time.

Qualifications

Specialized Experience Requirement:
You must have one year specialized experience equivalent to the GS-11 in the Federal service.
Qualifying specialized experience includes meeting one or more of the following:
(1) Worked as a program analyst/specialist, or directly related position with responsibility for analyzing program data and information, preparing management reports, and coordinating a variety of administrative projects;
(2) Wrote, prepared, and evaluated formal and informal correspondence, reports, statistics, and analytical documents for senior level officials;
(3) Worked with program managers in carrying out a variety of administrative functions and business requirements;
(4) Provided expert analytical and technical advice and recommendations on matters pertaining to organizational processes, procedures, and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Education
There is no substitution of education for specialized experience.
