Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Personnel Security Specialist (Team Lead), you will use your knowledge of and experience with the Immediate Office of the Secretary to optimize business results and customer experience by:
Serving as the Program Manager and Lead over the Department's security management systems and other security operations as well as overseeing program management, policy development, and technical review supporting planning and implementation of internal and external security databases.
Serving as a senior technical authority for the Department's personnel security system programs. Providing expert advice and consultation on the most complex personnel security, suitability/fitness, and credentialing issues. Ensuring compliance with the Office of the Director of National Intelligence for national security adjudication standards and Office of Personnel Management (OPM) for suitability adjudication standards.
Developing, implementing, and administering security and privacy programs to protect the information resources of the Department in compliance with legislation, Executive Orders, directives of the Office of Management and Budget (OMB), or other mandated requirements such as OMB Circular A-130, Federal Information Security Management Act, the National Security Agency, and other Federal agencies.
Advising Operating Division and Staff Division security representatives about investigative reports that contain unfavorable information which could impact suitability/security deliberations relating to employees or applicants.
Assisting with maintenance of the internal automated SM system by entering data on investigative and adjudicative actions processed by the Office of National Security (ONS).
Accessing on-line investigative data from OPM's automated Personnel Investigations Processing System, National Background Investigation System, Defense Information Security System and enters this information into ONS security files.
Chairing and leading security systems working groups to examine security operations and technical issues involving the investigative process.

Qualifications
WHAT WE ARE LOOKING FOR
MINIMUM QUALIFICATIONS REQUIREMENT:
Must have at least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service performing at least four (4) of the following:
1. Serve as a Technical Lead, responsible for reviewing and developing personnel security investigative process in systems database.
2. Conduct training to provide guidance of policy and procedures relating to system access, and handling personnel background investigative information.
3. Assist in system audits.
4. Implementation of new personnel security initiatives to formalize system changes and improve investigative delivery services.
5. Communicate (written, oral, presentation) effectively on issues, risk, solutions related to security management systems; provided solutions to individual and organizational problems.
6. Knowledge of personnel security policies and executive orders (EO 12968, 5 CFR 731, Federal Investigative Standards).
