The primary purpose of the Education Service is to enhance the efficiency, effectiveness, and productivity of the employees. This position involves professional support of the service, promoting, coordinating, and improving education policies, programs, standards, activities and learning opportunities in accordance with national policies and objectives. The incumbent is the point of contact for VA professional education programs.

Duties

Major Duties Plans, organizes, directs, evaluates and maintains the educational programs of the medical center impacting operations and the healthcare environment. Provides direct educational support to senior management, administrative/clinical personnel, and academic affiliations. Participates in applied research, in education theory, education projects, and serves as an internal consultant and educational leader for education initiatives within the medical center and VISN. Determining training needs by conferring with Health Care Group Leaders, conducting surveys, reviewing reports, or interviewing employees Oversees programs that impact multiple services and facilities within the medical center and VISN Work Schedule: M-F 0730-1600 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupation Requirement Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Experience General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Practical knowledge of the educational process and the principles of adult learning in order to assess, design, implement, and evaluate educational activities for healthcare professionals. Knowledge of the healthcare environment in order to successfully plan educational activities to provide impactful training. Knowledge of VA regulations and Code of Federal regulations concerning training. Develops curriculum to support the needs of the organization; loads curriculum into varied formats as appropriate i.e.: e-learning (TMS), experiential (simulation), programmed instruction {learning guides), formal instruction (instructor led) and blended learning (combination of all). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-11. You will be rated on the following Competencies for this position:Education and TrainingFlexibilityInterpersonal SkillsKnowledge ManagementPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The majority of the work is sedentary. Some lifting and carrying of educational equipment and materials, arranging furniture and setting up of audiovisual equipment is required prior to program presentations. Occasionally there are long periods of standing while conducting training classes.
