Duties
Provides specialized guidance and assistance to high level officials in formulating and establishing accounting and budget plans, utilizing policies, directives and implementation procedures.
Effectively manage and coordinate participation in the Planning, Programming, Budgeting, and Execution (PPBE) process; strategic planning initiatives; and full range of financial management services at the customer level.
Monitors and analyzes Congressional, OMB, and OSD budget decisions to determine effect on programs during current, budget, and future years.
Oversees preparation of all phases of budget and execution status reporting.
Coordinates, justifies, defends and negotiates the customers financial status in representing, obtaining, or committing resources, and in gaining compliance with established policies, regulations, or contracts.
Provides financial advice regarding the development of the customers current and future years program and submission, budget estimates submissions, Information Technology Budget, and the Presidents Budget.
Requirements

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This is a Financial Management Level III Certified position.
Qualifications
Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience at the GS14 level is defined as experience resolving financial discrepancies and recommending solutions; developing, reviewing, and analyzing budget acquisition plans and multi-year programs; and analyzing work throughout the budget cycle to ensure financial practices are in compliance with financial management rules and regulations.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
