About the Position: Serves as the focal point of contact between TRADOC/CAC and ALU on all matters regarding the TDC database. Monitor overall administration of the TDC dB and notifies and briefs course directors, deans, directors, or Assistant Commandant of any problem areas that may surface and provides recommendations as necessary. Research new and emerging technologies for inclusion into instructional materials.

Duties

Incorporate instructional design principles and best practices in online learning to create a blended learning environment. Design instructional materials for classroom use. Review curriculum requirements during course development to ensure that policies, procedures, and regulations are met. Incorporate the principles of analysis, design, development, implementation, and the evaluation process into the program of instruction. Evaluate programs in progress to identify strengths and weaknesses. Provide advice to leadership on the quality of training products based on personal evaluation.

Basic Requirement for Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience such as administering, advising on, designing, developing, or providing educational or training services in formal education or formal training program where the work requires the application of learning theories and the principles, methods, practices and techniques of one or more specialties of the instructional systems field and/or utilizing automation systems such as Training Development Capabilities (TDC) to ensure course material development or revisions are entered accurately in the database. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education, Educational Psychology, Educational Technology, Instructional Design. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Instructional DesignInstructional Materials & Curriculum DevelopmentInstructional Program Evaluation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
