DCSA's Business Analytics Office is looking for a Supervisory Program Analyst. The selected candidate will oversee the business intelligence capabilities of the DCSA Personnel Security, Background Investigations program in the areas of enterprise performance and KPI management, research, predictive analytics, data engineering and modeling, and program improvement design within Personnel Security of the Defense Counterintelligence and Security Agency.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-14) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
Experience developing and communicating metrics, KPI's, predictive, prescriptive, qualitative and quantitative analytics to analyze program performance and oversee a Business Intelligence program.
Experience working towards predictive analytical capabilities.
Experience analyzing personnel, operational, financial and other resources according to law, regulation, and public policy to achieve intended business analytic results efficiently, economically and effectively.
Conducting studies that involve varying and complex analytical methodologies and techniques to include gap analysis, statistical and data analytics, forecasting, and data significance.
Experience providing data visualization capabilities and clearly communicating findings.
Experience with data modeling and working with others who transform information into predictive models using analytical software. Experience with analytical tools such as Tableau, R Studio, Python, and others.

2. Management Analysis: Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.

4. Qualitative/Quantitative Analysis: Examines and evaluates data to manage and achieve results.

Substitution of education may not be used in lieu of specialized experience for this grade level.
