This position is located at Office of the Inspector General for Tax Admin,INFORMATION TECHNOLOGY/CIO. As a/an IT Project Manager, you will be serving as an expert in managing information technology (IT) projects and programs; and is responsible for a variety of special projects and assignments.
Duties
As an IT Project Manager, you will:
Manage complex, multi-functional IT projects and provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT matters impacting the projects, while holding accountability for the overall success of the information technology project management activities and ensuring alignment with critical strategic objectives and agency priorities.
Serve as a technical authority providing expert support for project management and collaborating with stakeholders to define and document parameters of system operations according to security requirements, while executing all planning, programming, budgeting, project integration of information systems, and procurement activities associated with the project(s).
Ensure successful IT Project Management principles are being effectively applied by independently interpreting regulations, applying project management methods to meet complex business requirements, and resolving conflicts and issues as they arise.
Ensure work efforts achieve the outcomes specified within TIGTA's business and information technology strategies, including appropriate strategic, life-cycle management, and capital IT investment plans.
Participate in preparation of in-depth analytical reports to include system life cycle considerations, system vulnerabilities and recommendations to effectively reduce the level of risk and create and manage corrective action plans to include determining solutions or mitigations for issues documented on security Plan of Actions and Milestones.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience:For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized expereince for this position includes:
Experience in leading and coordinating information technology projects; AND
Experience in business IT-strategies, including alignment, lifecycle management and IT financials; AND
Experience in managing a budget and/or procurement activities for an IT project; AND
Experience with analyzing impacts to a project in regard to regulations and legislation.
In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.
Time-in-Grade:In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-14, you must have been at the GS-13level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
