This position is in the Treasury Inspector General for Tax Administration (TIGTA), Office of Information Technology (OIT). As an IT Specialist (PLCYPLN), you will be esponsible for supporting the application and adaptation of new and improved approaches to strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, and the diagnosis and resolution of project planning problems and issues.
Duties
As an IT Specialist (PLCYPLN), you will:
Provide critical management and operational support services that contribute to IT's ability to achieve its mission, including budget formulation/execution, finance, procurement support, communications, policy and governance, and other administrative areas.
Support the application and adaptation of new and improved approaches to strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, and the diagnosis and resolution of the most complex project planning problems and issues.
Support development of IT modernization plans; work with other business units to establish priorities for IT investments, build business cases, demonstrate total cost of investment; and establish metrics and associated performance measurement tools.
Coordinate with TIGTA system business owners, investment managers, and integrated project teams to ensure investment reviews and governance process are conducted in accordance with TIGTA, Departmental and OMB requirements.
Support development of IT modernization plans; work with other business units to establish priorities for IT investments, build business cases, demonstrate total cost of investment; and establish metrics and associated performance measurement tools.
Prepare reports, memoranda, policy statements, legislative proposals, and other written guidelines, and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the manager.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Assisting in selecting, managing, and evaluating information technology investments; AND
Performing research and analysis on management practices to provide justification for undertaking a project or program; AND
Developing cost and benefit analyses, risk assessments, and performance measures; AND
Ensuring compliance with laws, regulations, and policies; AND
Assisting in the development of new policies, standards and plans.
In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.
Time-in-Grade:In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-13, you must have been at the GS-12level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
