This position is located in the Service Desk Services (SDS), Office of IT Services Management (OITSM), Center for Information Technology (CIT), National Institutes of Health, Department of Health and Human Services.
The Telecommunications Specialist is responsible for the development, implementation, enhancement, and support of call center systems, technologies, and strategies.
Duties
Responsible for the development, implementation, enhancement, and support of call center systems, technologies, and strategies.
Provides oversight and coordinate staff for coverage in all related areas.
Plans, organizes, and directs studies to develop long-range studies and forecasts. Advises top level agency telecommunications and subject matter managers on applying new developments.
Conducts extensive analysis and coordination to determine telecommunications trends and plans. Evaluates and makes recommendations concerning overall plans and proposals for major agency and interagency telecommunications programs.
Participates as a technical expert in interagency groups for resolving problems in existing telecommunications systems and programs requiring innovative solutions.
Manages all radio communications systems used by the NIH community such as agency radio (FM two-way portable, mobile, console, etc.), physician as well as personal paging and other 24 hour emergency and special category communications systems.
Coordinates maintenance of electronic radio equipment and associated assemblies, including the coordination of installation of transmission lines, antennae, towers, transmitters, receivers, consoles, and other related radio frequency equipment.

Qualifications
In order to qualify for a Telecommunications Specialist, GS-0391 position you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to.
BASIC REQUIREMENT:
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. You must provide your transcript with a conferred date and degrees awarded information. If the conferred date and degrees awarded information is unavailable, you must provide a copy of the diplomas.
OR
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
OR
Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
AND
GS-12
For the GS-12 position, you must have one (1) year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal service, obtained in either the private or public sector performing the following types of tasks: Administering communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology, sufficient to perform the duties of the position, such as: providing service desk services to customers of an organization; supporting Call Center functions; participating in projects, studies, or evaluations of telecommunications systems; resolving problems in telecommunications systems and programs; and implementing and maintaining radio communications systems.

GS-13
For the GS-13, you must have one (1) year of qualifying specialized experience equivalent to at least the GS-12 level in the Federal service, obtained in either the private or public sector performing the following types of tasks: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology, sufficient to perform the duties of the position, such as: managing and providing service desk services to customers of an organization; performing complex projects, studies, or evaluations of telecommunications systems; participating in interagency groups to resolve problems in telecommunications systems and programs; determining telecommunications trends and plans; participating in contract teams for telecommunications systems; and implementing and maintaining radio communications systems.
