The position is located in the Department of Veterans Affairs, Albany Stratton VA Medical Center (Stratton VAMC) and serves the Veterans interest across the VA Health Care Network, Upstate New York. The employee performs a variety of administrative and training tasks and provides technical assistance associated with maintaining and supporting the programmatic work and activities performed within the Department of Facilities Management Service (FMS) Operations Team (Ops Team).
Duties
The employee will provide instructional design support for training programs within to include but not limited to NSPS such as the Facility Simulation Laboratory(Simlab) and all its Network and Computer Systems; All the Facility AV Telecommunication Systems and all its internal components not manage by OIT; Lenel Security system; VOCERA internal/external Telecommunications systems, Hill-Rom bed Management System; Nurse Call Manager system; TempTrak Temperature Control System; and Digital White boards; project management, along with managing a wide range of highly specialized and complex technical duties which support the mission of Facility Management and the functional operations of the facility.
Designs and creates implementation plans and training modules by working with vendors, contractors, clinical services lead, HTM and OIT. Determines the need for additional subject matter information and meets with representatives within the organization to obtain it. Independently establishes contacts within and outside the organization to obtain needed information including seeking it through direct discussion.
Performs administrative work of the FMS operations team including monitoring projects, reviewing records and creating multiple-point schedule for complex initiatives.Maintains fiduciary oversight of Projects assigned to the FMS Operations team.
Work Schedule: Monday - Friday (8:00am - 4:30pm)

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS- 07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Qualifications
A bachelor's degree with Superior Academic Achievement (SAA). To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled. SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. I graduated in the top third of my graduating class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. OR I graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. OR I graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. One full year of graduate level education in a field that provided the competencies/knowledge, skills, and abilities necessary to do the work. (Transcripts Required)-OR-
one year of specialized experience equivalent to the next lower grade level (GS-5) in federal service, involving the performance of administrative and management work or equivalent, in the normal line of progression for the occupation, that has equipped me with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes Knowledge of qualitative and quantitative techniques for researching, analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. This includes conducting studies, analyzing findings, and making recommendations on operating programs. Ability to design evaluate and develop implementation programs, training plans, maintenance schedules, materials, and aids for the end users. -OR-

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to meetings and sources of information.
