Duties
This position is located on the Financial Policy and Business Process Staff, Resource Management and Planning, Executive Office for United States Attorneys (EOUSA), U. S. Department of Justice (DOJ). If selected for this position you will be responsible for both policy analysis and development, as well as designing, implementing, and maintaining document management solutions that promote the efficient and effective operation of financial and acquisitions activities across the United States Attorney community.
Typical duties include:
Develops, interprets, and administers policies and procedures reflecting the statutory, regulatory, policy, and procedural requirements that apply to the range of financial management activities conducted by United States Attorneys' Offices (USAOs) and EOUSA to optimize business processes consistent with the USAO and EOUSA mission.
Identifies, and evaluates the operational impact of, statutory, regulatory, policy, and procedural requirements that apply to the range of acquisition and financial activities conducted by USAOs and EOUSA. Provides guidance to the USAO community and EOUSA on financial policies and procedural requirements.
Serves as the primary representative to various stakeholders (including USAOs, the Justice Management Division's (JMD's) Finance Staff, and the development team) on the document management system (USAForms), and ensure the system is in compliance with Department and EOUSA requirements, such as digital signature security, functional limits by user role, and adequacy of documentation for financial processes.
Works closely with developers to create new, or improve, functionality of the document management system and ensure business processes and financial policies take optimal advantage of the capabilities of the document management system. And, conversely, ensures that the requirements of forms and processes in the document management system reflect current policies and procedures.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications
GS-13: To be qualified at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in federal service.
Specialized experience is defined as: conducting research studies to fulfill requirements, identifying problem areas and developing alternatives to improve practices in financial management; assessing program effectiveness, efficiency, and productivity of financial and document management programs; conducting computer-based research, managing database systems, and utilizing online applications to create, develop and maintain computerized documents and forms.
GS-14: To be qualified at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in federal service.
Specialized experience is defined as: planning and conducting complex research studies to analyze financial transactions or other data to address emerging requirements, identifying problem areas and developing solutions to improve practices in financial management, balancing the need for effective internal controls with the need for efficiency; assessing program effectiveness, efficiency, and productivity in the business processes being used to accomplished financial and acquisitions activities; utilizing various applications to create, develop, and maintain computerized documents and forms; utilizing Adobe Enterprise Management (AEM) or similar platforms to make form and document processes paperless, efficient, and automated; and developing detailed requirements for forms and business processes involving accountable officers, program officials, or other stakeholders.
