This position is located at Departmental Offices,Management CFO- Info Systems and CIO. As a/an IT Specialist (APPSW), you will be responsible for analyzing the IT requirements necessary to meet user needs within the assigned area of responsibility; planning, designing, developing, and implementing secure, cost-effective IT software solutions that best satisfy user needs and that are consistent with Federal and Department of Treasury guidelines and standards.
Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Develops procedures and strategies that ensure optimization and integration in the installation, configuration, and maintenance of the operating environment.
Provides authoritative advice to other specialists in areas such as disaster recovery, capacity planning, applications software development, hardware strategy, and operating systems security; interprets existing policy and guidance; as well as developing specific guidance and policy to be used by others.
Leads major application software projects and application system patches, upgrades, and releases.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-12: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following:
- Experience with ServiceNow solution architecture including ServiceNow hands on development; AND
- Using the ServiceNow platform and ServiceNow ITSM and third-party products like Nuvolo for implementation; AND
- Designing, developing, and configuring applications and modules on the ServiceNow platform or other low code platforms using various programming languages
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks.
