The New Mexico VA Healthcare Network is recruiting for a Program Analyst in the Quality and Patient Safety Department. The incumbent manages all analytical, administrative, and technical aspects for the Risk Management program. Independent judgement and highly effective interpersonal skills are required.
Duties
Provides administrative, analytical, and technical support to the Risk Management Program.
Demonstrates highly effective interpersonal skills with individuals from the patient level, to upper management, and individuals outside of the Agency.
Complies with regulatory policy when managing critical and sensitive information.
Receives, tracks, and coordinates large amounts data from a variety of incoming sources.
Identifies patterns and system contributors for Risk Management events and legal actions.
Reviews correspondence, responds, and routes it to appropriate staff members.
Provides background information and locates records and files when necessary.
Researches academic and legal journals when necessary in preparing correspondence.
Collaborates with stakeholders to develop reports and measure compliance.
Plans, organizes, and implements assigned tasks under strict deadlines and able to adjust quickly to changing priorities.
Schedules, coordinates and plans the day-to-day logistics for Risk Management processes.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Tracking and analyzing data, responding to correspondence, researching, planning, and scheduling.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education, or masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled.
OR,
Combination: Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Must be able to lift 25lbs. On most days, the physical demands of the work are generally minor and sedentary. However, the incumbent must be able to complete all Risk Management related training to fully understand the techniques and methods involved and to actively train staff. This will require physical effort such as setting, squatting, standing, walking, bending, etc., while engaging in and demonstrating hands-on Risk Management Processes. These demonstrations require close physical proximity and contact with other staff.
The work has periods of sedentary tasks with desk/computer work followed by highly active involvement in Risk Management. The incumbent may need to occasionally drive long distances to NMVAHCS sites. The emotional demands can be stressful in working with high-risk Veteran population and their families, as well as employee conflict. Exposure to graphic content, including descriptions of threats, vulgar language or sexually inappropriate content/language, racial harassment, and other types of verbal and physical violence, is experienced regularly as a receiver of reporting. A high level of self-awareness, resilience and mental fortitude is essential.
