The primary purpose of this position is to serve as a financial management analyst performing a variety of fiscal duties related to budget formulation, execution, and/or financial improvement of existing fiscal processes.

Duties

Performs financial management efforts involving various funding streams to include Operations and Maintenance and multi-year funds. Performs positive control of and maintains accounting for various appropriations. Provides financial assistance and guidance for outstanding obligations and related information. Conducts analyses and reviews of budget and/or related information.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE:GS-09-Applicants must have or will have within 120 days of closing of this announcement, 1 year of specialized experience at the next lower GS-7 grade in the Federal service. Examples of specialized experience includes the ability to process accounting and budget transactions. Responsible for monitoring all operations in the account and finance office, providing technical assistance and guidance to management officials and technicians engaged in different financial functions and maintaining, controlling and reporting financial information. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of budgetary and commonly used accounting practices, regulations, and techniques relative to the flow of financial information; budgetary methods, practices, procedures, regulations, policies, and processes to formulate and execute assigned responsibilities in support of the mission, structure, goals, work processes, and programs of assigned organization(s). 2. Knowledge of respective accounting system(s) to track and reconcile accounting transactions. 3. Ability to gather, assemble, and analyze data to prepare comparative assessments, develop alternatives, and make recommendations to resolve/troubleshoot discrepancies and disconnects. 4. Skilled in preparing written forms, schedules, and reports related to the execution and expenditure of funding. 5. Ability to communicate effectively, both verbally and in writing, clearly, concisely, and with technical accuracy. 6. Ability to apply Managers Internal Control Program and Financial Improvement Audit Readiness requirements and financial management policies, directives, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
