About the Position: This position is located within the Philadelphia District's Safety Office. This is a developmental position will be filled at the GS-7 level with a full performance level of GS-12.
Duties
In this position, you will serve as a developmental technical specialist in Safety and Occupational Health for the Philadelphia District.
Responsible for assisting with safety surveys to identify and correct hazards.
Provides advice to Philadelphia District?s leadership, staff, and field offices throughout the four states.
Utilizes experience and knowledge of construction processes, practices, and equipment.
Assists the Safety and Occupational Health Manager with the development and execution of the District's Safety and Occupational Health Program.
Advise both Philadelphia District employees and contractor personnel on safe working conditions that are in accordance with federal, state, and local safety and health standards.
Research and recommend solutions to problems encountered to improve the Philadelphia District safety culture.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires business travel away from the work site approximately 20% of the time.

- This position requires the completion of an initial 40-hour Hazardous, Toxic and Radioactive Waste (HTRW) training course, annual 8-hour HTRW refresher course and enrollment in a HTRW medical surveillance program
- One year probationary period may be required.
- Once at the GS-12 level, the incumbent is required to complete Level 1 Skills related training as outlined in the CP-12 Master Training Plan within one year of appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes (1) Inspect workplaces to identify, control and eliminate hazards; and 2) utilize safety and occupational health regulations to assist in resolving technical matters dealing with occupational safety and health requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene).
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene) OR degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
