You will serve as a Senior Human Capital Data Analyst, at Information Workforce Division (IWD), Deputy Commandant for Information (DCI) being responsible for advising the Chief Human Capital Officer (CHCO) for Marines Corps' Intelligence Community (IC) on critical and sensitive matters as they pertain to IC human capital plans, initiatives and policies. This position is located in Arlington, VA in the HQ US MARINE CORPS.
Duties
You will conduct annual analyses of performance management results within the Marine Corps IC including base pay, bonuses, and monetary awards, with emphasis on trends and areas of potential adverse impact.
You will provide analytical support on base salary and incentive pay simulation analysis and visualization support.
You will obtain and analyze results from the annual Intelligence Community Employee Climate Survey (ICECS) and assess the status and trends of employee attitudes within the Marine Corps IC workforce.
You will consolidate and visualize the progress that Marine Corps IC stakeholder organizations have made in recruiting, hiring progress, on-boarding, promotions, turnover/attrition, workforce development, etc.
You will support the mission of the Marine Corps IC Chief Human Capital Officer by promptly responding to ad hoc requests for data analysis.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position may require a 2-year DCIPS trial period requirement.
- This position requires a periodic polygraph examination.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as the following: 1) Employing quantitative and quantitative analysis skills to apply data-analytic techniques to identify relationships, trends, and patterns in, or draw conclusions from information; 2) Creating algorithms and simulation models and performing predictive and prescriptive data analyses to enable decision making by senior Marine Corps Intelligence Community (IC) leaders; 3) Designing and developing visualization tools and techniques for simulation analysis for real-world problems by leveraging big data, data mining, advanced analytical algorithm, programming, advanced statistical analysis, etc.; 4) Developing and maintaining a simulation model for forecasting Marine Corps IC workforce parameters (e.g., workforce size, composition, compensation), and applying the model using alternative scenarios of hiring, attrition, and promotion.
